Explainer Video: Model Legislation

This is an explainer video I produced to go with an investigation by USA TODAY and the Center for Public Integrity.

 The investgation looks at the thousands of bill introduces by state lawmakers across the country. Reporters found that many of the bills are actually written by special interest groups and copied from state to state. It happens in every state. Both political parties do it. 

The story was complicated. The editors wanted an explainer video to break down what’s happening and make it accessible to the average person. 

There wasn’t much art to work with. I decided to use an animated character to take the viewer through the story. What better person to explain government than good ole Uncle Sam. 

The story talks a lot about how bills are being copied from one state to another so I used a lot of paper and photo copy textures to give it a gritty feel.

I tried to walk the fine line between being entertaining and still communicating important informtion.
